The Professional Services Schedule: A Multiplier of Solutions Under One Contract



The GSA's Multiple Award Schedules (MAS) program is becoming more user-friendly in today's shrinking agency budgets and increased demands on acquisition professionals! Under Professional Services, eight professional-services schedules were consolidated into a single Professional Services Schedule (PSS). PSS has had access to companies that offer the following professional services since October 1, 2015:


•MOBIS (formerly GSA MAS 874) provides a complete range of management and consulting services that can enhance the performance of federal agencies and achieve their mission goals.


•The Professional Engineering Services (formerly PES, GSA MAS 871) service enables agencies and the military to quickly and efficiently access qualified firms in many engineering disciplines, including mechanical, electrical, chemical, (components of) civil engineering, software, and more.


•FS (formerly FABS, GSA MAS 520) allows federal agencies to achieve better results with fewer resources and better financial services. With this solution, businesses of all sizes can have access to quality financial services, from small firms to industry leaders.


•Adworks (formerly AMS, GSA MAS 541) offers expert guidance in advertising, marketing, and related communication areas.


•Federal agencies rely on Logistics Worldwide (formerly LOGWORLD, GSA MAS874 V) to provide comprehensive logistics solutions, including planning, consulting, management, and operational support.


•Providing quicker, more cost-efficient ways to meet environmental requirements is the function of Environmental Services (formerly GSA MAS 899).


Is There a need for One Professional Service Schedule?


Federal agencies can acquire total professional services solutions through a single contract vehicle with the Professional Services Schedule (PSS), created by GSA. A streamlined contracting process allows agencies to access the same professional services as before. Additionally, PSS eliminates the need to negotiate, administer, and audit multiple contracts previously associated with both industry and GSA.

There are several benefits to the Professional Services Schedule:


•Implement streamlined acquisition procedures by issuing a Request for Quotation (RFQ) within your agency's solicitation system, GSA's eBuy system, or directly to contractors using your agency's policies and procedures.


•Unique Contractor Team Arrangements can bring together a broad range of industry partners at the negotiating table.


•Providing specific requirements through task orders or blanket purchase agreements.


•The contract shouldo include all of the FAR requirements.


• Attend to the needs of small businesses, including setting aside RFQs for different socioeconomic groups.
